Are there any special rules regarding utilities and bankruptcy?

Yes. Providers of utility services (electric, natural gas, water and sewer, but not cable or cell phone), in order to provide service after a bankruptcy filing, can require you to pay a security deposit, normally equal to an average one or two month's bills, after the bankruptcy is filed. If you keep your payments current to that utility in the year after the bankruptcy, the utility should then refund the security deposit to you plus interest.
